Operation Manager – Drag and drop support for automatic scrolling

Enhancements have been made to Automatic Scrolling within the Operations and Layer tabs of the Project Manager Page. This allows for easier movement of Geometries to different layers and the re-ordering of Sub-Operations when scrolling is required.
